MGM and Mandalay Bay have known that there could be an active shooter on their premises

Key Points:
This goes to foreseeability. Whether MGM and Mandalay Bay should have known that there could be an active shooter on their premises and done something about it. Since 9/11, and specifically as far back as 2008, we have known that Las Vegas may be a likely target for a terrorist. Since then, the Federal and State Government has requested that security plans and reports be submitted annually outlining all security measures, programs and procedures – all the money you spend in the efforts of acquiring, implementing, and maintaining them to protect your patron and guests to your great establishments and city from violent acts. MGM had never submitted a single report until after the shooting. MGM could not be bothered to provide the bare minimum reporting requirements. The need to take responsibility.
